Minutes of the Sibford Gower Parish Council Meeting held in Sibford Gower Endowed Primary School on Monday, 8th January 2018

Present
Parish Cllrs Peter Abbott, Susan Bannister, Oswyn Murray (Chairman), Alan Parkin &  Gilian Soden.  Mr Tim Huckvale (Chairman, Sibford Ferris Parish Council), six local residents and the Clerk (Peter Hardman).
 

Minutes of previous Meetings
The Minutes of the Parish Council Meeting on 9th October 2017 were approved and signed by the Chairman.
 

Matters arising
There were no matters arising which are not contained within the headings below.
 

Chairman’s Report
The Chairman informed the Meeting that two Parish Councillors (Peter Abbott and Alan Parkin) had advised of their intentions to resign. Their resignations were accepted. The Chairman thanked them their contribution to and close involvement with the work of the Parish Council. Two local residents (Roger Mallows and Susan Tompkins) had expressed their willingness to be co-opted onto the Parish Council and co-option will now be taken forward. All the other Parish Councillors have served for a long time and are not keen to continue. An item will be in the next issue of the Sibford Scene and on the Council’s website setting out the situation and seeking to hear from persons who may be interested in joining the Parish Council
 

Financial Matters
Precept for the next financial year was considered and it was decided that  £6,400 would be appropriate to meet  envisaged expenditure. This is a similar figure for the previous four financial years.

Since the previous Parish Council Meeting cheques issued are shown at Appx A. and were retrospectively approved.
 

Parish Councillors’ Interests
Parish Councillors’ interests are unchanged.
 

Risk Assessment
There was no change with regard to risks.
 

Assets

Assets remain unchanged.
 

Planning Matters

The Pheasant Pluckers Inn (formerly The Bishop Blaize) : A meeting with Cherwell District Council is to be sought with a view to discussing how matters currently stand and seeking to know what the District Council is intending to do.

Since the previous Meeting the planning applications which had been considered and decisions received are shown at Appx B.
 

Highways

Potholes are a continuing problem, especially a potentially tyre damaging one in Acre Ditch, and the Clerk was instructed to contact Oxfordshire Highways seeking remedial work be carried out.
 

Village Pond

Damage had been caused to a part of the wall containing the water of the Village pond by a commercial vehicle calling at the local farm. The farm owner had carried out some repair work but this is seen as not satisfactory. The owner is to be contacted  seeking that remedial work be carried out by the end of April. Otherwise, contractors will be sought with a view to obtaining professional advice.
 

Any Other Business

No matters were raised.

 

Public Participation

A local resident raised the subject of parking outside The Old Rectory.

 

Date of next Parish Council Meeting

The next Parish Council Meeting will be on ? 2018 in the Staff Room of the Primary School starting at 8pm. The Annual Parish Meeting will be on ? and take place in the Village Large Hall on ? starting at 7.30pm.
